1. Install Library Manager.pkg.
2. Install MediaBay.pkg.
3. Open it Cubase.dmg and install Cubase.
4. Install Steinberg License.pkg.

If when starting Steinberg License.pkg macOS reports that the file cannot be opened, open it System Settings → Privacy & Security, allow the package to run ("Open anyway") and start it again.
